It's a known bug (it's in bugzilla) and it's not limited to ALSA. i'm
using the OSS-style emu10k1 driver here on 2.6.2, and it similarly has
very quiet sound effects.
no other warfare-based game has the same effect here.

Thanks for clarifying that, since a friend of mine with an Nforce2
motherboard with the SoundStorm chip (also running with ALSA) has the
same problem, I naturally thought it was due to ALSA (since the game is
built around OSS), but now that you say that it's a known bug, well...
