ok, I finally rubbed two brain cells together and realized/remembered UT also
"logs" quite a bit of stuff. So now I check the logs after this partial
message and see:

aha! so now I see the message is "refused to send", but that seems to be
baloney because the download progress counter just reached 100%
... UNLESS...
in an attempt to make people think their connection is awesome, the "percent
downloaded" is totally bogus and is updated via a simple timer and bears no
relation to any bytes downloaded -- nahhh -- nobody would do THAT, now would
they? ;)
So the question remains, "what's the deal?" what should I look for, what
should I log, etc., to help resolve this? [heck, I'll even run an ethereal
trace if that's what it will take!]
