Actually they are even part of ut2003. Just check the [ut2003]/
System-Directory for ucc-bin.
You can use the following to install the mod for all users on the system.
./ucc-bin umodunpack -x file.ut2mod -nohomedir
Be aware that some mods like UnrealSpeed require some post-treatment in
adjusting ini-files and require ut2003 to be called with some extras in the
commandline.
