[ut2003io] 10 avg FPS. What the ... ?

I have a system a bit smaller than yours, with a Ti-4200 anyway, and I 
had huge performance problems.
I installed the latest drivers from nVidia and everything fixed up, now 
ut2k4 runs smooth even at 1024x768, even a little smoother than ut2k3, i 
could guess.
