Can't access the console anymore

Hi,

I haven't played for a while. But played a bit today I found that I can't get 
to the console anymore.

I'm using a German keyboard layout. In order to get to the console I had to 
press Shift+` (that's left of backspace). It's always been working fine here 
until 2199.

Any idea?
