If you are able to crank the video settings and not measure any decrease in performance, chances are the video card isn't bogging down because its sitting around waiting for your processor, so all the resources that are idle from waiting on the cpu just go to letting you run @ higher settings.  I would expect that if you dropped a faster cpu in there, you'd get higher framerates - a larger increase than if you were to drop a faster video card in there.
