[ut2003io] Auto-updater -> 2166 Update failed

I was getting the exact same error. I have no idea what caused it or 
what cleared it up. I ran the updater again a few days later and it 
worked fine. I know I hadn't changed anything since it was a fresh install.

Just try it again tomorrow or something.
