[ut2003io] Help patching INI files for Epic Bonus Pack on Linux

Found it in this: /usr/local/games/ut2003/README-2199

- Added a "umodunpack" commandlet to ucc, to extract ut2mod files.

   Usage:

     to extract:
      ./ucc-bin umodunpack -x file.ut2mod -nohomedir

     to list contents of file.
      ./ucc-bin umodunpack -l file.ut2mod -nohomedir

    This hasn't been well-tested and is fairly inflexible right now.
