Actually it does. Just go into the KDEmenu and klick "Start new Session". 
Logon as root and you have full x-access. (That will be on console 
8).

An alternative is to edit your ~/.xinitrc. All you have to do is 
add the line
xhost localhost
at the end. Afterward any local user can access the x-server.
