I'd probably write something like a map viewer first (as practice), this would
also provide the OpenGL viewer for the editor.
Does anybody know if UT/UT2k3 maps are compiled (like Quake1/2/3 maps, you
write to a .map file then run a program that translates that into the format
used ingame) or written directly?
Would be an interesting challenge.
