[ut2003io] Downloading Maps

Uh no, users should not have read/write access to this kind of thing.
Temporarily it's fixable by just making the Maps direcrtory writable by
just that user. In the future the maps will save to ~/.ut2003/Maps.
The update script should only be run as the user who installed it.

This is of course different for dedicated server only installs.
