It in the registry on Windows.

Point regedit at:

Software
   Unreal Technology
     Installed Apps
       Unreal Tournament 2003
         CDKey

("Unreal Tournament 2003" might be "ut2003"...I'm not sure).

The CD key is in plain text, so you should be able to just edit it.
