CPU is your best bet, probably.

Try changing the resolution up. If the framerate is mostly the same,
you're probably CPU-capped, else it's probably the graphics card.

Yes, the word "probably" appeared three times there, mostly because
it's hard to tell without actually doing the upgrade & finding out the
hard way.
