[ut2003io] Non-S3TC support on Linux for Unreal Tournament 2003

The DRI drivers are buggy still, but they'll probably get better with 
time. Still, I wouldn't get the game right now for use on DRI.

I don't know what else lacks s2tc that could be a viable alternative at 
this point. Reports of success and failure are welcome.
