Log message:

A major change on the scons build system.

twilight-nq, twilight-qw, and twilight-qwsv now go to the base directory, NOT src/nq and src/qw.

configure=1 is now GONE, scons is good enough at caching that we reconfigure each time, keeping the options from previous runs unless reset=1 is passed.
