scons_config.py: Add a few options to handle debugging and optimization. (Not done.)

src/base/cmd.c: +gl_picmip -1 should actually be parsed that way, so check for numbers.

src/renderer/draw.c: Remove an unneeded qglViewport call from GL_Set2D.

src/renderer/textures.c: Rework RGBAtoYCbCrA, taking it from the top of the profile.  And do some more stuff as floats instead of letting the compiler promote to doubles.
