Remove an item from the TODO that has been done for ages.

Fix a bug in the cvar code that prevents the cvar callback from being
registered in some cases.

Fix an endian problem in the fs code.

Rework how qw handles frames that go by too fast.

Move the gl_colorlights cvar to surface.c
