Log message:

Formally recognise Todd C. Miller in Credits for his famous functions
(strl*) which the glibc people still refuse to implement in a glorious
display of NIH.  It'd be amusing to convince Microsoft to implement the
functions as a security enhancement for their next Windows (they'd change
the names of course, but we have #define for that) just so we can all
point and laugh.  Ah, er, yes, the commit log...  Shawn pointed out that
Todd relaxed his license, so we've included the new one.  Also noted in
va()'s description that we seriously need to alter how that function
works or replace it outright.
