added qw/sv_sdlstub.[ch] to allow qwsv to compile without SDL
qw/sv_sdlstub.h is used instead of SDL.h by certain files if HAVE_SDL_H is false
this breaks twilight until Mercury fixes it (soon!) by adding HAVE_SDL_H to configure
