Has anyone been able to get a BF server to run behind a firewall?

I have a windows box sitting behind a BSD machine that is using IPFilter
for the firewall. I cannot for the life of me connect to my server. The
firewall logs show:

Sep 26 19:23:45 portcullis ipmon[1417]: 19:23:45.360446 rl0 @0:4 b X.X.X.X
-> 192.168.0.239 PR icmp len 20 56 icmp unreach/port for Y.Y.Y.Y,3658 -
192.168.0.102,1301 PR udp len 20 101 IN

My firewall rules are:

pass in quick on rl0 proto udp from any port = 3658 to 192.168.0.239 port
1023 >< 65535  keep state
pass in quick on rl0 proto udp from any to 192.168.0.239 port = 3658 keep
state
pass out quick on rl0 proto udp from 192.168.0.239 to any port = 3658
keep state

I tried singling out the ports, and wound up with the port range. But,
alas, it will not work.

I have absolutely no problems running any other server behind this firewall.

Any thoughts?
