[sdlsound] DLS support.

Hi, I think there might be a minor problem. The code
makes calls to SDL_Error. However, SDL_Error doesn't
seem to be an exported library function for SDL and
seems to be for internal use. It lacks the DECLSPEC
SDLCALL qualifiers. This is preventing me from
building successfully in OSX, and I presume this would
also be a Windows issue.
