[sdlsound] ./ltconfig: ./ltconfig: No such file or directory with CVS version

I don't remember now what error I used to get, and I can't check at the
moment, but I've always had to remove all the libtool stuff from
acinclude.m4 to get bootstrap to produce useable output. I.e. I remove
the line that says

## libtool.m4 - Configure libtool for the target system. -*-Shell-script-*-

and everything below it. I think it's intended for older versions of
libtool, or something like that, but I'm not sure.
