MP3 decoder

Eureka!

This patch (developed using patent-pending trial-and-horror technology) 
seems to finally fix the MP3 decoder.

(If you have an earlier version of SDL_sound you also need to disable 
the multiple-streams-per-rwops code, or the music will skip. I guess 
this settles that question once and for all. :-)
