SDL_sound update.

...it was easier to put together than I thought it would be.  :)

There is now something substantial to look at, so I thought I'd notify
those that are interested that the SDL_sound library we'd been discussing
on the SDL mailing list is now available in an initial form.

I'm looking for someone that has some SMPEG experience to tell me what I'm
doing wrong in decoders/mp3.c, too.  :)

Unless there's good reason, I'll reserve future chatter on the topic for
the SDL_sound mailing list, so if you are interested, please subscribe.
