Telling playsound what format to use

This is an attempt to add options to playsound to set sample rate, 
format and channels. I'm not sure if it's working correctly. I mean, I 
can use it to force bad frequency conversions so obviously it's doing 
something right. However, some of the conversions I tried led to choppy 
sound (too small buffer, perhaps?), complete silence or awful noise. In 
some cases it sounded as if only part of the audio had been converted.

I don't have any specific examples yet, but I did most of the testing 
with the MP3 decoder.
