Yes, you can build against 10.4u only.  This is what will happen if you
are building on Leopard and/or don't have the 10.2.8 and 10.3.9 SDKs
installed.

If building on Tiger and you have those SDKs installed, the resulting
client binary should work on all 10.2, 10.3, 10.4, and 10.5 systems.
The bundled ioq3ded.ub binary should work on all 10.3, 10.4, and 10.5
systems, but not 10.2.
