Windows MingW build SVN_1314

The latest SVN builds now: 1311 wouldn't.

But now ioquake3.x86.exe has a dependency problem with WS2_32.DLL

Error Message: The procedure entry point freeaddrinfo could not be located
in the dynamic link library WS2_32.DLL
