Standard release engineering is to create a branch, stabilize and then
freeze it for release, while still allowing (possibly disruptive)
development work to continue on the trunk.

But you are the maintainer so you can do whatever you like :)

No, see, we're trying to do a release. For that release I have some 
criteria, which interestingly enough, has already been posted to various 
places. Win64 can be in the next release.
