I have figured out the issue. Ubuntu 8.10's upgrade transitions from the old
libopenal0 packages to the new libopenal1(openal-soft). From what it seems
like, only a select number of people will get sound sync/glitch issues and need
to create a file called ".alsoftrc" in their home directory. This file should
contain "refresh = 2048"(no quotes). You can choose your own refresh value but
2048 resolves the problem for me.
