This question is answered in the FAQ (http://icculus.org/pyddr/faq.php):

pyDDR crashes with an "Urecognized file type (not VOC)" error...
        
        You need a more recent version of SDL_mixer. We converted all
        the sound effects to ogg from wav; this brought the size of the
        pyDDR download from over 4MB to under 2MB, so we're not going
        back.

You should probably email the Mandrake SDL maintainer and let him know
the package is old. If you're using RPMs of pyDDR, you should contact
the maintainer of those and let him know that he needs to depend on a
more recent version of SDL_mixer.
