EMS USB 2 + Linux 2.4.19 refusing to work

As recommended by the FAQ, I got an EMS USB 2 adapter from Level Six,
and I simply cannot get it to work.

I've set aside a special kernel source tree, called it 2.4.19-DDR, and
built it with a modular USB subsystem and no devfs. Removing devfs
solved some unresolved symbol problems with hid.o and joydev.o. So now
usbcore, uhci, input, hid, and joydev all load fine, and hid
definitely has HID Input Layer support in it, as well as the hiddev
option. I also have usbdevfs enabled.

No matter what, I cannot get joydev to show up in
/proc/bus/usb/drivers (though hid and hub do), dmesg claims no driver
takes the EMS (it's the only USB device besides two hubs), and pyDDR
doesn't recognize the mat. I even went so far as to recompile the
world with USB support, but no luck. (It's a slightly hacked Gentoo
Linux box--it doesn't try to mount devfs when running the DDR kernel.)

I am attaching relevant bits of dmesg, /proc/bus/usb/devices, and
kernel config. If someone could even suggest whether it's a driver
issue or bad hardware, I'd appreciate it. Purely as a sanity check,
the adapter itself apparently supports guns as well, though I don't
remember that on their website. I have the magic switch set to PC.

In case it matters, all this is on a Soyo Dragon KT333 Lite with VIA's
KT333 chipset.
