Make and PREFIX

Hello,

A mate from Catux noticied that there is a problem using PREFIX and the
make. Let's say:
PREFIX=/home/carles/opt/pydance make install
make install

Problem: make tries to copy the pydance.cfg file to /etc/ (and the user
doesn't have privileges).

Solution: attached patch (please, try before using)

We have some other problems with PREFIX variable but I will investigate
a bit more and send a patch or a report :-)
