Patch: Adding 2.5x, 200bpm, and 300bpm speed modes.

This patch against Revision 1032 (current SVN) ads a 2.5x speed option,
as well as a capability for constant-bpm mode (where arrows scroll at a
constant rate per second regardless of the song's bpm).

It also implements precalculation for the appearance time of each arrow
sprite. This allows keeping fewer sprites at a time in memory.

I would appreciate it if someone tested this out in various modes and
transformations, before I commit this.
