I don't think this is a bug, but I'd have to check.

They are working here (although I could swear I forcibly disabled caps 
lock)...do you have a non-US keyboard or keymap, by any chance?

Probably a bug.

Hit Alt-Enter. CTRL-G will grab/ungrab mouse input when in a window.
I should make this an .ini option. If you're running it from the 
terminal, you can do ./postal1-bin -windowed -nomousegrab, though.
