[physfs] Revised patch for mingw-w64 fixes

I had sent a patch earlier in the week/last week to change naming of the
physfs static library when building for mingw-w64; attached is an updated
patch with another fix that I had forgotten about due to local patching.

Basically the check around the pkg-config file generation would prevent
the generation and install of physfs.pc for both mingw-w64 users and
folks using homebrew/gentoo prefix/etc on OSX, which both use a standard
unixy setup. The patch rectifies that issue for both platforms, and
prevents physfs.pc generation/installation and names the static library
physfs-static on Microsoft Visual C targets.
