user dir / sane config on Windows

Two problems noted:

- The user dir is set to a non-existing directory which causes
  failure. Suggest setting it to basedir on Windows.
- the sane config function uses the "dirsep" as the separator of dirs.
  However both verify security and mkdir expects the separator to be
  "/" and fails if it's not.
