[openbox] Failure to Update NextWindow Order When Window Focus Changes Externally

Clarification:  I want to switch to the window that had focus just before the current window.  Openbox cannot do this consistently, because it does not update window order when a window is given focus with wmctrl.  Please see the following animation for a demonstration:
