[openbox] SKIP_TASKBAR hint and iconic state

The openbox menus are not taskbars, if that is what you are referring to
here, so I don't think they need to follow the same rules. And it becomes
very tricky and/or impossible depending on bindings to get back an
iconified window without that.

What problem does it cause that they stay in the menu?
