[openbox] Struts on aligned outputs

I'd like to mention a problem that I experience with tint2. I filed it
as a tint2 bug, but I'm not fully convinced that it's actually a tint2
problem. Now that I think about it, it even appears to be likely a OB
issue.

In short: The panel resides on the top LVDS but the margin on the
edge is still reserved on the VGA below, so that windows wont maximize
into it.

It would already be good if we could determine which application is
responsible.
