[openbox] Make ALT-TAB menu icons bigger

I thought a lot of that code depended on the size being a constant, but as 
it turns out, changing it to a config variable works just fine. One 
problem is everything crashes if you use too small or too big sizes, so 
I've limited it to [16,96], I trust those values are extreme enough?
