3.4.5 broke my desktop-switching with win_key+number

This does not work anymore with 3.4.5; it did work in 3.4.4.

    <keybind key="W-1">
      <action name="Desktop">
        <desktop>1</desktop>
      </action>
    </keybind>

The pressed number key gets sent do the current active window, the
win-press gets swallowed as far as I can tell.

Whats wrong with my config? Didn't find any migration notes on that.
