  Firefox, Thunderbird, Xterm, Gaim, OpenOffice, xev, xlock, all raise
 themselves when clicked...  I've yet to find an application that
 doesn't.

  After reading your other mail, I tried the following in rc.xml:

  <context name="Frame">
    <mousebind button="Left" action="Press">
      <action name="focus">
    </mousebind>
    [...]
  </context>

  This kinda worked, now the applications didn't raise, but they don't
 see the ButtonPress/Release events either so it's not really a viable
 solution.
