Problem with :how to cicle & raise windows with the mouse wheel"

I have tryed to edit the rc.xml file in this way but doesn't work:

   <context name="Desktop">
         <mousebind button="Up" action="Press">
           <action name="PreviousWindow"/>
           <action name="Focus"/>
           <action name="Raise"/>
         </mousebind>
         <mousebind button="Down" action="Press">
           <action name="NextWindow"/>
           <action name="Focus"/>
           <action name="Raise"/>
         </mousebind>
     </context>
