Ya you would. "Race" implies you don't know who will win/lose. The app could
easily lose. Who's to say it doesnt set the icon as the timer expires? That
would be a flakey, and buggy "feature", which would work completely
unpredictably. The way the WM Spec provides for application icons does not
allow for a WM to supply its own icon on a window.
