I managed to whip this up pretty quickly.

It works pretty well. It saves settings if you have SAVE_SETTINGS set to 1 and
you can reload the saved settings by running ./bg load. It's pretty basic but
it's a start. Read the comments for info about the tilde in filename problem.
There may be more situations like that with special characters.
