IIRC it was about stacking order; if you move the mouse fast enough, it
will not affect the position of the windows crossed along the way. so if
you later happen to cycle windows with the keyboard, where the last
focussed window is first in the queue, its the one, you worked with
last, not some accidental one.

this is very much in the philosophy of sloppy focus: save the clicks;
and the taps... only shifting focus with the eyes was more convenient:)
