[openbox] windows and groups of windows

this is true with mozilla, but not with mozilla firebird (mf).
it may also be a bug in mf, and in violation of the (net-wm)
spex? its mostly a nuisance...

new description: start mf(1st window); open a new window(2nd);
navigate to some page with a download link; start a download;
when the dialogue appears, that asks, what to do with the file
(attachment), the first window, raises above the second.

deeper: in mf the "save as" is transient for the window, where
the link was, while the one that shows the progress of a
download is transient for the root window, same as the one,
that pops up when the server sends something with a
content-disposition attachement http header.

more generally, if there are several windows in a group, then
their stacking order gets changed, if a new window comes into
the group, which is transient for the root window.

plain mozilla's attachment dialogues are not transients at
all.  so they behave differently.

here runs openbox3 from todays cvs, and the gnome-panel.
