checking for XOpenDisplay in -lX11... no

I am trying to run './configure' as root on my debian 2.4.14 system and it
gives me this error: "checking for XOpenDisplay in -lX11... no".  I have
searched through the web trying to find out what my problem is.  Most tell
me to install xlibs and the xlib's devel stuff.  But I already have them
installed.  I have search the debian collection of packages and still have
found nothing.  Anyone have any help?
