made R_CheckError use the newly added R.GLerror instead of a local variable
added R_CheckError calls to the end of each state setup case to improve reporting a little
replaced qglDrawElements with a R_DrawTriangles function which knows how to use qglDrawRangeElements if available for a 20% speed gain
