Log message:

Moved a lot from shell.h into shell_local.h. Added cassert to ncommon.h.
The shell uses it to verify that a public enum matches a private one (to put
it simple). Added signal support to the shell. The shell now dumps the current
statement on error. Added support for ITEMTYPE_VOID.
